Summer, a distinguished University of California graduate, has an extensive background in real estate and escrow which includes private sector, regulatory, and law enforcement experience. Most recently, she worked for the Orange County District Attorney's Office (OCDA) as a Civilian Economic Crimes Investigator in the Real Estate Fraud Unit.  Summer's real estate expertise and knowledge regarding the Real Estate Law, violations of the California Business and Professions Code, and various real estate transactions, contracts, activities, and fraudulent schemes were heavily relied upon by Deputy District Attorneys and Investigators involved in the prosecution and investigation of real estate crimes.

Prior to her employment with the OCDA, she was a Special Investigator at the California Department of Real Estate where she investigated hundreds of complaints involving various violations of the Real Estate Law, ranging from licensing compliance to real estate fraud.  Summer is extremely well versed in the California Real Estate Law and Commissioner's Regulations, and is knowledgeable about the California Financial Code (as it relates to escrows) and California Civil Code (as it relates to real estate transactions, mortgages/foreclosure, and other real estate related activities).

While employed at the Department, Summer was actively involved in several projects and initiatives.  For example, she was appointed Co-Chair of the Real Estate Commissioner's Special Advisory Committee on Policy, Improvement, and Innovation, Law Enforcement Liaison of the Los Angeles "North" Enforcement Office, and Subject Matter Expert on the Department's internal panel which reviewed real estate broker/salesperson exam questions.

After leaving the Department, Summer was appointed by former Commissioner Bell to participate and join the “Commissioner’s Real Estate and Mortgage Loan Advisory Panel” wherein independent advice, counsel, expertise, guidance, and feedback are sought from members regarding real estate related topics and issues.

Summer also wrote several published articles for the Department, three of which were co-authored with former Real Estate Commissioner Wayne Bell, whom she collaborated with on several enforcement and legislative projects while employed at DRE.  Additionally, after Summer left the Department, she had the pleasure and privilege of writing a valuable piece on referral fees with co-author Mr. Bell which was published in the Winter 2016 Real Estate Bulletin.

Since she began consulting in 2016, Summer has written several articles which have been published by various sources including First Tuesday, Duane Gomer, Realty Times and Inman News. Please check out her Publications and Blog pages for more information.
 

Prior to her employment in the public sector, Summer worked in the escrow industry for almost five years; first as an Escrow Assistant for an independent escrow firm and then as an Escrow Officer for a broker-controlled escrow company.
 

Summer holds a California Real Estate Broker's License and in addition to consulting, Summer serves and is available for expert witness work. Summer serves as an expert in civil, administrative and criminal cases.
